Title I runs on its own rules

Federal programs work does not fit a generic tracker. Set-asides, carryover, equitable services, and schoolwide plans each carry their own rules, and every state asks for the proof in its own format. Title I IQ follows that reality: the needs assessment, the allocation math, and the monitoring evidence all live in one place, organized the way your state reviews it.

Built with directors
Every feature traces to a real federal programs office.
State-specific by default
Elements and deadlines follow your state's instrument.
Evidence-first
If it can't be proven at monitoring, it isn't finished.

The founders

Taylor Baldwin

Taylor Baldwin

Co-founder, CTE IQ

Asheville, NC

Taylor Baldwin has spent more than fifteen years in public education, moving from the classroom into school administration and then into county-level program leadership. He began as a Technology Education teacher, where he built programs from the ground up, wrote his own curriculum, and learned early on how much of a program's success depends on documentation nobody sees until an audit or a monitoring visit.

As an administrator and county-level program director, he managed federal and state funded programs, prepared reports for the state, sat through reviews, and handled the follow-up that came after them. That work covered budgets and allocations, personnel time and effort, inventory, professional development records, and the evidence trail behind every dollar. He saw the same pattern in district after district: strong programs run by capable people, held back by spreadsheets, shared drives, and email threads that could not answer a reviewer's question quickly.

He later served as Director of School Success at Project Lead The Way, working with districts across the country on program implementation and quality. Seeing hundreds of districts wrestle with the same paperwork problem is what led directly to building software for it.

He holds an M.A. in Executive Leadership from Gardner-Webb University and a B.S. in Technology Education from NC State University. He lives in Asheville, North Carolina, and leads product direction at CTE IQ, including the Title I IQ platform.

Victoria Ryan Brioc

Victoria Ryan Brioc

Co-founder, CTE IQ

Greenville, SC

Victoria Ryan Brioc started her career as a teacher in Palm Beach County Schools, one of the largest districts in the country, and moved into a professional development role supporting teachers across the district. That work put her in front of hundreds of educators and gave her a clear view of what actually gets used in a school building and what quietly gets ignored.

She went on to serve as Assistant Principal at Atlantic Community High School, where she was responsible for instructional programs, staff supervision, and the compliance side of school leadership: plan documents, required meetings, family engagement records, and the evidence that a school's plan was really being carried out.

At Fort Mill Schools in South Carolina she led programs through a state monitoring visit, preparing the narratives and the evidence a state team asks for and answering for both. Living through a monitoring cycle from the district side shaped how she thinks about software: the tool has to make the review defensible, not just make the office feel organized.

She lives in Greenville, South Carolina, and leads implementation and customer success at CTE IQ, working directly with federal programs directors and district teams as they bring Title I IQ into their offices.
